Because the Politicians there have always been given to making "long winded" speeches! :)

People think because of the windy weather. That is false. Back in the old days, Chicago politicians where known not to stick to there word when it came to dealing with other big cities. They blow a lot of wind was a way of saying that Chicago was full of it, which is what the other cities would say about Chicago when it came to politics. Not much has changed, Oh yeah Chicago is not even one of the top windiest cities in the U.S.

Let me just add that in all of my visits to Chicago (there have been many), all Chicagoans disclaim that the term "windy city" has anything to do with the weather (since there are many windier cities) and everything to do with the Chicago politicians in the 19th Century and the allegations about it being a "windy city" about the claims it made related to the World's fair (both described in the wikipedia article). So, if you talk to residents of Chicagoland, then disregard the weather.

Actually there was a study on this awhile ago in chicago. The reason why it is the windy city is not because it is windy there but because there is just one intersection downtown that creates such a high wind force that it can knock you down. They do know how this is because of the tall buildings that are all around on the corners that block the wind from really blowing. they just left it at that.

Contrary to popular belief about the wind currents in the winter (which are so strong that ropes are placed for pedestrians to hold onto when crossing the bridges on upper Wacker Drive in the downtown area,) the assignation comes from the long winded political speeches of politicians in an earlier era.
