its a maunal trans,,,,,,,it idle so low that it cuts off and when it doesnt cut off it makes the battery light come on. once im on the road its fine

Idle is not adjustable.
Scan engine and found the problem, must be sure MAF is accounting all air entering the engine. If MAF reads less air than really enters the the engine idle really low.

The ecm takes care of idle. Problem is possibly the (iac) idle air control located at the throttle body.

first check air filter. if it dirty replace it.
if problems still occurs check for vacuum leaks. replace any leaking cracked or broken vacuum hoses.
if problem still occurs add a bottle of fuel injector clean to a full tank of gas. due this 2 times if needed.
if problem still occurs check IAC (Idle air control) valve.
if this is OK check the EGR (Exhaust gas recirculation) Valve
if the problem still occurs its time for a emission system check up by a qualified technician.
