Are they trying to look bigger? They all do it...look at our political leaders and religious leaders. From Mao and Hitler on down to George Bush and the Pope. And more...look at your local church elders. The mayor. School principals trying to get everyone to be quiet at assemblies (and don't tell me school assemblies arn't a fascist invention). It's rife.

I don't think the "raising their arms above their heads" is really a defining characteristic -- that is too common (and too broad) a category of gestures to really be definitive.

Here's a simple way to tell if someone is a fascist -- if they tell you you are wrong and call you evil just because your opinion is different than theirs.

The worker's fist is not a fascist hail. Although it represents strength, a term mostly used by fascist ideologies.
Apart from that, i agree with the simiology of the things you note. Yes, they are trying to manipulate and frighten people by showing their power and superiority.
