measure the exact distance from the center of the existing hole in the floor to the wall and add one inch to this if you have 3/8 sheetrock or less if you have 1/2 or 5/8 sheetrock add 11/4 inch..(this will alow you to be almost in the center of the wall considering the sheetrock thickness ...drill a 1/2 inch hole here....cut out hole big enough for an old work box...this is a plastic box that will either have wings on it to hold it to the sheetrock or will be able to be screwed directly to the sheetrock...push cable through hole and pull it through hole where box goes...put it in box and mount box in hole...use a face plate that has a connector on it and connect cable to back side...put cover on and attach an extension cable from box to tv...now enjoy your handywork......not a hard job but your measuring must be very good....

Sounds like the cable is coming from the basement... GOOD!
First go below and find it. When you do go back upstairs and snip the connector off so you can pull the cable down. Than cut a small opening in the wall where you want to cable to be coming out through the plate. Go back downstairs and find a point under the wall or close to it where the cable will need to go up to end up below your hole in the wall (wow, funny :))
Drill a hole about 1/2" up through the floor (depending on how your floor is finished in the basement you may need a longer drill) Assuming this is an internal wall you should have no problem doing all that. Once the hole is made run a wire (hanger is good) down into the basement. Attach the cable and pull it up.
If it is an exterior wall and you can not drill straight up into the plate of the wall, drill to the outside and than from the room upstairs to the outside and snake the cable that way.

I guess since so many of us don't run right to the cable companies to pay a service call you might try this.
First check in your basement to see if the rafters/floor beams are exposed and judge by measuring; Where the cable inlet to that room above; relates to where the interior of the wall above might be. You state a Foot in the Q.
In the room above decide where you want a cable box outlet, similar to an elect. receptacle would be.
This isn't so difficult a task at all, but beyone measuring, consider that your floor is actually invisible, from above or below, and project that image of the placement of the cable when you're UP or down. Determine where a stud might be, in close proxiemty to where the cable enters the Lv Room currently; go back to the basement; drill a 1/2 inch hole with a paddle bit through the footer of the wall,,,between the area where drywall is installed.
If you've calculated well, and you cut an opening for a receptacle box for THE CABLE; have someone below FEED the retracted cable up through the hole to you waiting by your cutout. Take the cable, pull it through, screw a cable face plate in place and reconnect to the TV.
The one below can use a flashlight shined up through the drilled hole so that YOu might know that the hole is in place.
Certainly you might want to relocate the location of the TV, once the floors is installed. If you're uncertain NOW, you can either re-locate the existing cable, if you have enough slack/ OR Add to it from below with a splicer; OR just use a cable extension in the LV room.

You have a couple of options. One, reroute the wire through the wall, or hire a company to "fish it through the wall", or Two, push it down through the floor, and then put down the floor, and redrill a hole to bring the same wire back up.
The problem is usually the location where the wire is. If you go under the house, unless there is a wire or something going through the joist where the wall is, it's very difficult for most Do-it-yourselfers.

measure the distance from the hole in the floor to the wall then go under the house and drill up (probably at an angle) into the wall. Go to a hardware store and get a plastic cut in box, insert wire into box, put box into wall, install cover plate.

Get what is called an 'old work box' and cut a hole in the wall for the box to fit. Don't put the box in the wall until you drill a new hole and phish the cable up into the newly cut hole. Feed the cable into the box and install in to the wall. Get the appropriate cable face plate and your all set.
