Generally signs of the same element have things in common so are compatible. Sometimes this is for a goal, not always in a romantic way.
Compatability is often in the other sections of the chart, venus, mars and moon and aspects between those in each chart. Saturn conj another persons planet can indicate longevity or a karmic tie.

There are several combinations that work well. Generally, signs with the same element are the most compatible, eg. water signs Pisces, Cancer, Scorpio. Not to say that you're guaranteed to be compatible with someone just because you're both fire signs, rising sun signs and many other things factor in, but that's the basic jist of it.
Water - Pisces, Cancer, Scorpio
Fire - Aries, Leo, Saggitarius
Earth - Taurus, Virgo, Capricorn
Air - Gemini, Libra, Aquarius
