Mercury does not have a moon, but not for the reasons you ask. It could have one...it simply does not.

Gravity really has nothing to do with it. Mercury and Venus both are planets that have no Moons and Venus is almost the same size as Earth so it would have the same gravitational pull.

Our Moon is thought to have formed in the early days of the development of the Earth by a collision with another object the size of Mars. The collision resulted in the formation of the Moon. Mercury and Venus developed independent of the Earth and did not end up having moons.
