Well,the famous French film-maker Jean Vigo was from southern France,so I'd guess there or northern Spain,maybe even the Basque region.

Vigo is a city noth of Spain it Barcelona.
white beaches and nice people: I have some friends in vigo.but I have never traveled to Spain.
I will go to vigo when I visit Spain.
