I need to tighten up my e-brake cable on my 1983 chevy celb. can someone tell me how to do this

You don't.
You adjust the "play" by adjusting your rear brakes.
Or replaceing the brake shoes that are worn out.

First check where the cable splits into 2 and check if there is threaded adjuster. Then remove console lid and check for adjuster
