In England & Wales (NOT Scotland), the up to date Criminal Procedure Rules can be found here:

These are kept up to date. The CrPA (as they're known) were only invented in 2005, and have been amended at least once every year since then.

The rules apply in the Magistrates Court, the Crown Court, and the Criminal Division of the Court of Appeal. The judge on the day is responsible for interpreting and applying them, unless you're in front of lay magistrates, in which case their legal adviser will tell them what to do.

Changes are made by agreement between the judiciary and the Government.

It depends upon which rules you're talking about.

The Federal Rules of Criminal Procedure are amended just about every year. There's a rules advisory committee that makes recommendations, the U.S. Supreme Court decides whether to adopt them, and then they are adopted unless Congress intervenes within a certain time period.

Each state has its own criminal procedure rules, and the process is usually the same (advisory committee, state's highest court approves changes, sometimes legislative involvement, sometimes not.)

The Criminal Proceedure Rules 2005 were amended in March 2007.

The criminal courts (magistrats and crown) are responsible for adhering to these rules.

It depends on what jurisdiction (country and state/province) you are talking about.

In the US, there are the Federal Rules of Criminal Procedure, which get amended to one degree or another every few years -- there are also rules of criminal procedure in each state.

What are the "Criminal Procedure Rules"?... do you mean the CRIMINAL CODE?... I've never heard of the Criminal Procedure Rules
