i am no expert but i have read that in dreams, we have no disabilities (just like in the after life) so i suppose blind people will just dream like non blind people do. It would be interesting to ask a blind person if they can see normally in dreams.

If you really want the correct answer, talk to one. If you don't know anyone that meets the blind since birth then talk with a doctor that has treated one. They would be your second best bet for the truth and a good answer.

Wow! Kinda deep! I can only wonder. Do they "see" pictures? How can the mind give a representation of something the brain has never seen through the eyes? Tough one!

I guess they keep on dreaming what they were dreaming about while in the womb (assuming he/she is also deaf, otherwise they would probably dream about... sound). But really, this is a question for science, not philosophy.
