i have an Intel Pentium 4 processor 2.8c GHz with Hyper-Threading Techonology.
for some reason, my computer can't boot up past the welcome screen so i reformatted. my computer is dramatically slower. it takes like 10 minutes to turn on the computer and opening up folders/files takes forever also. i checked task manager and my CPU usage is 70-90 all the time and i have no programs or whatsoever running. i have 1gig of ram and a 7600GS Nvidia video card. i have no idea what is wrong. i am thinking something is wrong with my harddrive or my motherboard. can anyone help?

Have you installed ALL drivers after reformatting and installing OS? It is normally done after a fresh OS installation.

Ctrl - Alt - Del to open task manager. Select Processes tab. Look at CPU column. Find the process that is using up the highest % of CPU resource. That's your problem. It could be your anti-virus that is set to scan every time you boot and it is also set to use maximum cpu resource. Try ending that process and see if performance improves. Then try reconfiguring that process so that it does not grab cpu resource all the time.
You can also disable unnecessary startups in msconfig (Run msconfig).
There's nothing wrong with your motherboard.

If it were your motherboard you computer wouldn't even post.

You may have to give more information.

What is your operating system?
Did you change anything (hardware or software) prior to this happening?
When you formatted, did you do a quick format or a full format?
Have you updated all your drivers since your format?
Is your drive making strange noises?

Right off the bat, I think you need more memory. But that's coming from a gamer. ;p
