I was washing washing my truck..its dark blue ..very hot outside with some soap and water..well got done the front was washing off the back and all of a sudden I notice white dots all over..I can scratch them off with my fingernail..so there not scratches in the paint..but WTF are they?! Dots only appeared on back not front

Bug poop?
Sabotage?

It's hard to say without looking at it.......

It sounds like you used too much soap, or the water dried on the paint leaving the spots. Try rinsing it off a little better, do what is called "flooding the paint". Take any nozzle off the hose, and allow the water right out of the hose to flow down the bodypanel. This gets more water off the panel instead of letting it droplet up on, and makes it easier to dry. Get a good drying towel, and dry a.s.a.p. This should help prevent soap and water spots.

The soap and perhaps minerals in the water drops that dried before you could wipe them off.
