Research Paper?

When writing a research paper, does most of the paper end up being more direct quotations and less of it being in your own words? I'm doing a research paper about an organization budget. I'm finding it hard to make some of this information into my own words. Explain please.

Most teachers/professors do not like lots of quotations. They want more of your own words with just a sprinkling of quotes.
