Not quite sure of the kL and L designations. I think they may
mean kiloliter and liter. If that is so, then one kL=1000 liters.

I assume you refer to a kilo-liter or 1000 liters. By proportion 0.001 kiloliters= 1 liter. BTW: cubic meter is used more often than kiloliter.
