Theories are ideas not proven to be fact, right? So how can you take a theory and based on that create a new idea and hope not to be laughed out for the room?

Because the standard in science is not the origin of the idea but how well it works. In some sense, every theory in modern physics is based on other theories. If your new theory correctly predicts real-world phenomena, then it's successful. If it doesn't, then it isn't. It's just that simple.

Come up with proof. You have to start with a theory and then prove that it is viable.
