The best affordable electric car available right now is the ZAP Xebra:

It costs about $10,000 and has a top speed of 40 mph with a range of up to 50 miles per charge. Their website claims 25 miles per charge, but Xebra owners have gotten as high as 50 miles in a charge.
Starting around 2009 there will be a couple of really good electric vehicles available for about $30,000 - the ZAP Alias and the Miles Javlon:

Right now there are not many production electric cars out. There is the the Tesla for 98,000 dollars (www.teslamotors.com) and a few other Low Speed Electric Cars but currently there are no mainstream factory built vehicle's you can buy now.
P.S. Miles Automotive (which currently sells Low Speed Electric Cars) will be coming out with a Mainstream Highway Vehicle at the end of 2008. (www.milesautomotive.com)
