UK metric assoc says 40cm. That's assuming your work top is the standard 90cm.
Don't believe what some have said. If something is not at standard height it'll be noticed, unless it's being used by giants or midgets. This link will help you.

I'm not so sure there is, or has to be an Average. Mine are ay 18 inches and that certainly allows a microwave a paper towel rack, room for a coffee maker, etc.
Much higher would be inconvenient and unless one has 10 ft. ceiling; perhaps impossible. Any lower might mean less counter space; but certainly there are Custom fits for people in wheel chairs as well as anyone short enough to not have access to upper cabinet shelves anyway. Obviously anyone with a 10 foot ceiling would be unlikely to install "Standard" cabinets all the way up.
Most counter top heights are standard; specifically for the comfort of the general population.
Without knowing your intent in the use of either; or your height; your notions about what the counter space will be used for; I guess it comes down to personal choice in picking cabinetry.

Mine are 24" but there is no soffitt or open space above the wall units. I believe 18" is standard. You need to decide what will be placed on the countertop such as a microwave, tall appliances etc. You also need to know if the top shelves of the wall units will be accessible without a stepstool.

Wow.. a good question, but I will give you the average. An average Kitchen Countertop is 41" from the floor. (I find this to be too tall) My Kitchen upper cabinets start at 56", but I have seen them as high as 60" and if I were making my kitchen for my 5 foot frame, I would start the uppers at about 50". The best way to decide is to have the person who is going to be doing the majority of the cooking decide on the height that works for her or him.

Try laying one of the wall units on their side, then marking a line. That is just about the perfect height, and you can also use a wall unit to rest the one you are fixing on.
(You should also consider the tiles you are going to have as a splash back. Measure them, and allow for grouting, and then ensure you don't get a tiny cut of tile just under your wall cupboards)

I also do not believe that there is a standard separation. I would say that 18" would be a minimum and in my opinion the upper level should start just below or at eye level.

Most upper cabinets are set 54 inches of the floor.With a 2" thick counter top that will give you 18" of space.
