This is the kind of costume that requires originality and handiwork. Make the costumes yourselves!
As the base of your costumes, wear long-sleeves shirts and pants of appropriate colors: blue, white, and silver for him; red, orange, and gold for you.
Ice Man (Ice Boy?): He could use Christmas icicles--tinsel--and sew, glue, or staple them to his costume. He might make a big cardboard ice cube that he can step inside, and paint it chilly colors to look like an ice cube. He can have a sword of ice or a ray gun that shoots ice for real (though this could be a slipping hazard), or "shoots" tinsel or cotton clouds.
Flame Girl (Flame Woman?): Use wide strips of crepe paper--red, gold, orange, with a little gas flame blue. Or cut flames out of tissue paper, construction paper, or felt, sew or otherwise attach them to your clothes. You could have a sword of flame or a gun that shoots pretend fire--ribbons or paper steams in orange, red, or yellow. Do NOT use a gun that shoots real sparks; on Halloween, that could catch someone's costume on fire!
You could even give out little bits of candy: Mentos from him, or cinnamon candy from you.

you could get a lady liberty and dye it red and yellow and orange like fire and ice could wear a light blue sweat suit and glue fake ice cubes to it

You could really be awesome if you made it yourself... and if you got some friends to join in and be like earth, air, water, etc then it would be awesome... I did it last year and we looked awesome and made it ourselves so we were totally different and proud of our selves
