How important does a person have to be in order to be considered assassinated instead just murdered???

they have to be important all right . that word is used cause of its political connection.for example if i decided to kill u cause u asked this question it would be just a murder cause nothing was political about u and me.

Anyone can be assassinated regardless of rank. The definition is : to murder by surprise or secret assault, to murder a prominent person violently often publicly, to destroy (eg a person's reputation) by treacherous means, to maltreat.
A murder is an act of intentionally and unlawfully killing a person, to kill with malice aforethought.
Generally an assassin is paid to kill someone, a murderer is often known to his victim or kills during a robbery.

i think the general understanding is that assassinations occur when someone is murdered (usually a political figure) based on an ideological or political motivation.
