You can read and not even know or understand what you just read. By slowing down and concentrating you understand what you read.

Because it makes sense. If you can recite in your own words what you just read, you know you understand it.

Understanding is basically the ability to tell someone else in your own words what you make sense of from the paragraph. Try it. Read something. If you understand it, you can explain it. If you don't understand it, you will have to keep referencing back to the article.

If you don't get it when you first read it, try reading it again. If you still don't get it, try rewriting it. If that still isn't helping, it's
a) too complicated
b) written in such a way it doesn't make sense
so try finding another piece of infomation on the topic that is easier, or asking someone to explain it to you!

Put a fiction book for example. The best way for you to understand the story is for you to get into the story. No, not digging your head inside the book. But becoming part of the story is how you understand what is going on with each character. You can even create your own characters, perhaps someone you know who fits into the story. Perhaps you want to make yourself the main character. You read, and you become part of the story.

If you are able to explain it to someone else, and they understand it, then you understand it.

This is not to say you cannot understand something without explaining it -- this is just a way to be sure.
