With PC unplugged, try clearing CMOS through the jumper or by removing CMOS battery for at least 30 seconds. Then Power ON. If PC beeps and POSTs, press Del or F2 to go to BIOS menu. Load Fail Safe Defaults, save and exit.

this is a common problem james,and is normally due to two factors,refresh rate and resolution
start up your p.c and gently tap f8 and after a few seconds you will see the safe mode prompt screen,then choose "safe mode from the list and press enter
windows will now load without any drivers,and when it reaches the desktop your icons will look big and the desktop pretty basic
now go to control panel>display properties>settings and change the resolution to something low(800x600) and press apply then ok
while there press the advanced button at the bottom and then the monitor tab and change your refresh rate to 60hz and again press apply and ok
now press start>turn off computer>restart to restart the p.c
when the p.c retstarts your normal windows desktop will now load,and your desktop will be in 800x600 resolution(60hz refresh rate)
go back to the monitor tab in display properties(advanced button) and theres a box which says"only rates this monitor supports"..you should tick this box,by doing this you cant select any refresh rate that your monitor wont support,and this will prevent this problem happening again
for a 17" monitor a resolution of 1024x768 is the best and for a 19" monitor a resolution of 1280x1024 is the best
your p.c should now be ok,also it may be a good idea to update your display drivers
