can a pregnant woman get arrested for drinking and get charged with "consumption to a minor"?

There's no such charge as "consumption to a minor," plus if she's a minor she could be charged with illegally being in possession of alcohol. But I assume you're asking if she would be charged for endangering her fetus, and the answer to that is no. Unfortunately, pregnant women can do a lot to their bodies while they are carrying a child and it's bad for the baby, but it's not a criminal offense. Yet.
