When someone says that thir mother in law had a "modified will" what exactly does that mean in the legal sense. Can someone give me more information, and/ or definition.

In simple terms, a modified will just means that original will was changed.

A will is a legal document.

Wills can be modified -- by making changes on them, or by creating another separate document that makes changes -- and if the changes are made correctly, then the original will is modified. The question is -- were the modifications done in the manner required by law (in which they they are valid) or not.
