The Judiciary. They are appointed by the president and must be approved by only the Senate, the least populous of the two houses of Congress. Then, they are appointed for life without ever having to face a vote of the people. And, though Congress can impeach them, this is a very difficult process that very very rarely happens. Thus they are insulated from the desires of the people, which has good points and bad points. But it is definitely the least democratic branch of the federal government.

Probably the judicial. The Supreme Court and federal judges aren't elected by the people, but nominated by the president and approved by Congress.

The dept of defense. if you are a member of the military, you follow orders. Refusing or failure to do so could result in severe disciplinary action.
