It depends on the amount that they won, if they are a legal resident and have a ssn, and what state they live in.

I saw this on a reality show interview once. If you won $125,000, you would actually get to keep about $70,000 of it.I don't know exactly what percent that would be but if I had to guess, I'd say about 45%.
