A previous answer was wrong. Veto power is limited to bills. The president cannot veto a constitutional amendment that is passed by Congress and the legislatures of the states.

The president has very limited power in constitutional amendments. Many amendments that have been passed have been submitted or supported by presidents, but for their actual passage, they have no roll. It must be passed by the Congress by 2/3 majority, and passed by 3/4 of state legislatures by a majority. The president can try to influence this, but he has no offical role.

Edit: Furthermore, the line-item veto was a temporary thing under Clinton and it was exclusive to the budget. The Supreme Court ruled that the line-item veto was unconstitutional, and that the president had to either accept or veto a bill in its entirety.

He has the power to approve or veto any proposed amendments that Congress passes.

He can also veto certain parts of a bill (called a "line item veto") and approve the remainder of the bill.
