I don't know of any freebies but I have made my own. Just put some muslin on the seat and use a pencil to mark where your seam lines need to be, and pin the gathers. Then you'll always have the pattern.

Don't know - but wanted to warn against making your own car seat cover. You should never ever use any 'aftermarket' product with a car seat. If it didn't come in the box brand new with your seat, and isn't made by the manufacturer of your car seat, it is not safe to use with it. If you sew a cover, it has not been crash tested with the seat. It could interfere with where the harness system comes through the holes of the seat. Also, they treat car seat covers to be flame retardent, very important in car crashes.

Read your manual and it will confirm that you should never use any aftermarket product with the car seat.

Check craigslist! I've found a lot of free stuff on there over the years.

Good luck.
