What can I do to correct this? I've already tightened the trip lever (or a least I think I have) and shortened the lift wire. The float ball seems to be at a good level, however the water fills about 1 1/4 inch short the "water line."

inside your tank do you have a water saver plastic round barrel looking thing ? if you do you need to cut it out some how a metal scissors will do the trick. if you don't have one of those then is your flapper ( aka ballcock ) that is the water saver device you need to change it buy another one that has only one hole on the bottom not the one with 2 holes one on the bottom and another on the top part below the seal lip, because what happens no air stays in the flapper to keep it up and as soon as you flush the flapper fills with water and and goes down before it should, that is your problem, i hate those water savers peaces of crap. any way happy bathrooming, look at this link and get the black one just cut the hole in the center with a knife not the 2 left and right holes and you are set

You are talking about two different problems. Needing to hold the handle down is caused by the flapper closing before all the water is discharged from the tank. You need to shorten up the chain/strap that connects it to the handle and flapper. Adjust it so the flapper "just" seals. The water level in the tank can be adjusted with the screw at the end of the rod that has the ball. Turn counter-clockwise to allow the level to increase.

I don't know, but whatever it is, I did it too! I'm putting your question on my watch list, so maybe both of us can find out! Edit - I also tried shortening the chain, as many people suggested, and that doesn't do it at all. It's not like it's a huge thing - I maybe have to stand there 10-12 seconds to allow the toilet to flush - but my other toilet flushes by simply pushing the handle down until the flapper lifts and the water starts to flow out, and then I can walk away and it finishes on its own.

The flapper isnt rising enough to complete the flush,remove some of the slack on the (wire/chain /strap)whatever is your case it should work better,if it still doesn't work replace the flapper it may be defective. The water level is controlled by the float ball, bend the arm it's attached to down just a bit to raise the water level you may have to repeat this process to get it correct.

the float ball dictates the water level so adjust that up a bit. however the new toilets are all 1.6 gallon flush, when you hold down the handle you are just letting in more water. make sure that the black hose that feeds into the overflowtube is not kinked this will put more water in the bowl as well. you can also buy the old style of flapper that won't shut down as fast. hope this helps......

The flapper (rubber plug attached to the chain) is dropping too quickly after the flush. Either it has a bind going up or for some reason it is overweight - ie: air pocket may be filled with water. They are a couple of dollars at the harware store for just the flapper - replace it and clean the seat that it sits on (tube) so that the new one does not give you that slow leaking problem.

ps the flapper is supose to float on the water till it all flsuhes down. watch for this.

There should be a screw at the opposite end of the rod holding the float ball. Use it to adjust the water level up to the "water line"

Either your flapper is shutting too soon or you are not getting enough water to the tank.
