Not sure what OS you are running but under XP and W2K you should be able to format the drive as a FAT32.
Make sure the drive is connected to the computer.
Open Explorer and expand "Control Panel" by clicking on the '+'.
In this list you will see 'Administrative Tools' - Click on this.
Double-Click on "Computer Management".
Click on "Disk Management".
Right-Click on the drive you wish to change to FAT32.
"Delete Partition"
Then "Create Partition" and Format it to FAT32.
Job Done.

If you are not running XP or W2K, then FDISK is a neat way to do this. Read up on FDISK before proceeding further. You could accidentally wipe the wrong disk.

you cant i,m afraid mate,once you convert a drive from fat32 to n.t.f.s you cannot return it back to fat32 ,you need to format the hard drive and re-install windows
the best way to this is create a windows start up disk,either 98 or millenium,you can download the start up disk creater from http://www.bootdisk.com/bootdisk.htm,simply run this download and follow the instructions to create the start up disk
then when you have inserted the floppy disk and restarted the p.c(make sure you p.c is set to boot from floppy in bios(advanced bios features))and when the command prompt appears type in fdisk then enter
then you need to delete the non dos partition(as ntfs is "non dos") ,then create a primary partiton,and then set the partition active
this is the easiest way to set your hard drive back to fat32,you will also get a warning message mid way through the start up disk loading and its just to let you know your hard drive is ntfs(remember your using a start up disk for a os that only uses fat32)
after you have set the partiton active you need to do a full format of your hard drive before you load any operating system on your drive
one time its ideal for your hard drive to be in fat32 is if your going to dual boot your p.c with a older legacy os such as windows 98 and combine it with xp,as you can allways convert the windows xp installtion to ntfs at a later date

You want FAT but you will lose your data. NTFS is the suck daddy but at least you can use it under Linux now so it's not so bad. Kittens?

It's not. You can delete the partition, rec-create it, and then format FAT. That's about it. Not sure why you would want to, but that's the only path I know of.

does the said existing drive you have have the OS in it? if yes, well you need to reformat your disk and change it to FAT, and install a fresh copy of your OS.
