Well we need to know the make and model of the case before we can answer any questions about it. Most likely, no, there is not too many cases where you can change the fan speed. I would recommend and Anrtec Case, the PSU fan actually doen't need to turn on most of the time, and the one oversize case fan that blows in the back, is pretty quiet, and you can even slow that one down a little by hitting a switch inside the case.

The PSU fan is wired directly into the PSU, so no software control is available. It might be possible to rewire the fan to run off a lower voltage available inside the PSU, but I do not recommend it. If noise is a big issue, replace it with a quieter PSU.

No. You can't use software to slow down your fan. Also, it is running at that speed for a reason and slowing it down could lead to overheating problems!
