you are not allowed to view the content for whatever reason.
if your IP is blocked, you can go to a proxy surfer website which will use its IP instead of yours. but this doesnt always work. perhaps the site owner wants you to login or something.

If you think you should be able to see it, e-mail the site's webmaster and let them know about the 403 error. It might be a glitch.
But if it's **not** a glitch and it turns out that they don't want you to see that page, OR you first need to sign up with the site and log on, then you're not going to be able to see the page at all, or not unless you do the signup. It's their site, so they get to make the rules on who can see what.

If it is not your web, then there is nothing you CAN do about it. If it is your web, then you'd better brush up on your security...
