This is part of a free market economy. If you don't want to pay their fees, use a different ATM. Well withing their rights to charge whatever they want.

If you are not a customer of that bank, you should pay for the priviledge of using their convenient ATM machine. If you don't like it, become a customer and then you won't have to pay it. Or, just go to your own bank to take out the money.

Some banks here in NY will not cash a check for you if you don't have an account with them, even if the check is drawn on that bank. Or they tell you they will charge you with a $5 fee. I just go to my bank and deposit the check. No biggie.
