stop a poisonous tongue from spraying its venom on their family members for good. Now keep in mind that this person is extemely self seeking & makes up lies on other members of the family, which can eventually jeperdise the relationships that the family have with each other...

A tape recorder. Or several, one for each family member they talk to.
Probably prominently displayed and used.
Make it clear that anything said in people's absence is going to get around, and that different statements/claims made at different times are going to be compared.

You could let it be known to the person that this is being done not out of malice, but because the statements etc. are causing great hilarity in the family, and no-one wants to miss one bit of it.

But then I am cruel, at times...

we cannot and should not try to control others. the hope in communicating to them is that they will begin to control themselves.
If a family member refuses to control themselves, then they leave the family no recourse but to distance themselves from the offender.
Children are in a different category. Parents are responsible to correct their children.
Criminals are in a different category. Society is responsible to correct it's own.
Between peers, no authority is established one over the other. so the rule of "learn from the wise, wake the sleeping, shun the fool and teach the children" applies.

Positively proove to the poisonous tongue that what ever she might say, has absolutely no effect on you. Just smile and shoe that nothing happens, and you are not at all distrubed. One can only attack you if can be attacked, and if you are beyond being attacked, what can she do?

As long as you insure that everyone is aware that this person lies and manipulates all the time, their venom will be neutralized. No one will trust them anymore.

distance is the best strategy. Ignore them and stay away, they will eventually fade out of existence.
