Comes originally from water rising up from a hole in the ground - the "well" in "welling up". Often used now for tears forming when someone's upset. Or, standing in my boat, I watched water welling up through the floorboards and realised I'd left the bung out!

I shall explain. In the south area of Greater London there is a suburb called "Welling".They have their own slang words and sayings in this place.
Every Saturday you,ll hear that expression said "Welling Up".....by lads in the pubs- bus drivers-milkmen-shop keepers-window cleaners and all other locals of "Welling".
Only said on a Saturday afternoon...."Welling Up"
Mates shouting accross the road to other mates..."Welling Up"
Lads in the bookies,you,ll hear..."Welling Up"
Every Saturday without fail you,ll hear this shouted in the town of "Welling"
..............
They have a pretty good non-league football team in "Welling"
It means that Welling Utd are one goal up !!!!... Whooaaaaa......... lmao
