Ahmadinejad---or Nazi Jihad or whatever his name is---plans to visit the UN. Obviously, he needs to go through NYC's highways to get to the Iran mission to the UN. Since the US does not have diplomatic relations with Iran, and hasn't since 1979, can the FBI arrest him for his roles in the hostage crisis, support of global terrorism, and arming terrorists in Iraq?

Because he has diplomatic immunity through the UN as long as he stays withing a certain radius of New York City.

First of all you are taking him way too seriously, you need to understand that he doesn't have any real power. Also, there is no proven evidence that he played a role in the hostage crisis, the CIA "says" so, but hasn't shown any proof. The Ayatollah chooses 6 candidates for election for president, and the people "vote" for the one they choose. But obviously the Ayatollah would not choose anyone who hasn't proven to be loyal. Also the Ayatollah has the final power, so has much more power than the president. As for can he be arrested, what grounds would he be arrested on? Remember that any leader of a country has the right to appear at the U.N. regardless of whether he is liked or not. And not to say that I approve of him at all, but without evidence of his participation in any illegal activities, you can't just go around arresting people because you don't agree with their ideas.

Fidel Castro is responsible for many atrocities against his own people , many of whom fled to other countries. Yet he is freely traveling where ever he wants.
Why was nobody calling for his arrest when he attended Pierre Trudeau's funeral in Montreal. ?
