The government should stay out of people's lives in that arena. They can reward marriage by lowering taxes for married couples, etc., but how else can they actively encourage? A PR campaign? hmmm Those don't often work. First I think the govt. should work on actively encouraging people to stop having babies they can't afford to care for. That is primary. You can't change it once you've had a baby. Marriage you can always get out of if necessary.

I do not think the government should have anything to do with it at all. The original concept of marriage was and still is to some people, a commitment through GOD as a union to become a family and have children without sinning. What part of this is government related, unless they are trying to make money from it.
Good luck with your paper.
