In my opinion, it was because she was losing ground because of the universal healthcare issue. Up to this point she had offered no particulars about how she intended to create universal healthcare. People had been labeling her notion as socialistic, communistic, socialized medicine, etc. There was a momentum building up against it.
The plan she unveiled is none of the above. It doesn't create any new government agency, no new tax, and preserves the current insurance system.I think it was a good move to displace the socialist label that the right kept throwing at her.
This plan puts her closer to center, a position that Obama has been dominating in Democratic circles.

The real reason is that there is legislation in Congress right now for child healthcare funding. The liberals have tacked on $35 billion over and above what is needed. Bush has said he will veto the bill because it is a waste of money, go figure. She can now use the republicans depriving children in poverty from healthcare. She is using the children for a political ploy.
How reprehensible! She is lower than the scum on my old tennis shoes that I threw away last night.

I don't think this particular week was important, but she waited for a very good reason. I think that she and her staff wanted to make sure that her plan was carefully fine tuned, and they wanted to wait until the other candidates revealed their plans for comparison reasons. She's in a unique situation with this health care issue, because of her involvement in the debacle from 1993. More than any other candidate, she had to make sure her plan was workable and had merit. She can't help but suffer comparisons to the plan from over a decade ago, so she has a monkey on her back the rest of them don't have to worry about.

She wants to maintain he false heir of Healthcare Queen and make big news. She did, and if you examine her policy, it's no different that the Republicans, yet everyone thinks it some big idea.

Why did the White House release their report on Iraq, which was worse than the GAO's, showing Iraq only met one of the timelines on Friday, after the presidents lies on Thursday and Petreaus lies on Monday and Tuesday! The White House report they had to know about! Instead they sat there and told bald faced lies!
