This is a tough question.
The only site I found with a true folded F-22 airplane was part of a gallery (See Gallery B, bottom right hand corner). I found no directions on how to make it but it may be published in a 2008 calendar. Here is the website if you wish to pursue this option or to check into the links for hundreds of other airplane designs that may appeal to you.

You Americans are funny, you always have unquestioning belief in what the military megacorps tell you is the final answer... just like they always have. Right now the F-22 is the best fighter in the world, in 30 years time they will be a death trap. Just like nobody who values their skin would take an F-4 to a dogfight these days. There's always a better weapon system in development, something that will cancel the advantages that you hold so unassailable today. But people who might have some idea what weaknesses the F-22 might have aren't going to tell you.

It's tricky. You'll need one sheet of paper and a pen. Fold the sheet of paper like a normal paper airplane. Done that? Good. Now here's the tricky part: Take the pen and write F-22 on each wing. Viola! Go take your new super hightech paper jetfighter for a spin!
