Well, let's see, if all the animals are anatomically normal the dogs and cats have 4 legs each, so:

(2+3)x4 = 5x4 = 20

Then 9 chickens with 2 legs each is:

9x2 = 18

20+18 = 38, so false.

If chickens only have 2 legs
and dogs only have 4 legs
and cats only have 4 legs.

Using logical deduction we simply multiply the number of legs by the number of animals.

9 X 2 = 18 legs

+

2 x 4 = 8 legs

+

3 x 4 = 12 legs

TOTAL = 18+12+8 = 38 Legs.

HOWEVER

You weren't clear as to whether or not any of the animals are deformed. It's very possible (however unlikely) that some of them have too many legs due to some freak accident that has left them deformed
