Particularly in southeastern Virginia (Hampton Roads area). What is a good pesticide to use for my home (in and around my house)?

it could be an orb weaver spider which are common in virginia. I think the virginia fish and wildlife website might be able to help you, but they don't have any pictures for reference.

Red's an unusual color for spiders; there are several that have red markings, but apart from a couple orb-weavers that get sort of faded brick-red as adults, and some small Microphantids, I can't think of any likely candidates. Are you sure it wasn't a spider mite? Very tiny and bright red. A photo or as complete a description as possible would help to ID it. As to pesticide, why would you do that? Those things are toxic to humans and pets as well, and I would suggest you only use it as a last resort for serious (dangerous or house-damaging) problem organisms.
