Why indeed... that is the question. My theory is the powerful do not want to empower the poor... they need the poor to remain powerful.

India has timid but crafty politicians who will become courageous in fighting with their own people and creating war-like situation; Pakistan is a CIA hideout; there, elections will take-place; then a military leader will takeover; serving prime minister will get exiled for a happy-living; when once again elections are announced everyone will comeback, that too after discussions with ISI. So, where are money and poor people?

I agree with your views if this is done it serve great purpose to humanity and people of these both countries in particular
But in fact this will not happen because the politicians of both the countries do not want this to be done other wise they will loose their power chairs to which they are sticking against the wish of general public

If there is no bombing and killings in the border, there will not be any justification of this spending when there is no war for 50 years. When there was a real war, our soldiers died of cold and starvation rather than by bullets of the enemies.
