I may ask why first as the situation may need a little care! If someone is fishing to use my own statements in a negative way! I want to know prior to providing the information.
If a friend asks a question, no matter how hard it is....They are my friend, so I answer it...

Sometmes I do as a jest ( for fun) ! Is it not allowed among Friends? (another Question, to divert attention!)
As it is, there are no hard & fast rules, how a question is to be asked or answered or sidesTepped.
A question in reply to a direct question would be more intriguing & everyone simply loves intrigues than bland answers as they add spice to the answers, don't you think so, Dear?
Generally, I sidestep questions that divide people like those on race, language, ethnicity, religion, favorite party, nationality, political-ideologies etc etc

I was once told:
If someone asks a question you don't want to answer- ask them why they want to know.
That usually does the trick.

It depends on the question. If I feel the question is not appropriate, I'll ask them why they are asking that question.
If I don't want to answer, I'll tell them I don't want to answer that question.
