I think both need prayers.
The family of the victim is hurting , they need prayers.
The crimnial needs prayers too , that they can see what they've done wrong,repent and change their way of life.
Some people have never had a very good chance at life and they turn to doing things that are wrong.

Both do. The victim needs comfort and understanding to get past a terrible ordeal. The criminal needs to feel remorse and guilt for what he has done, and with hope he will change his ways to fit into society.

well if God sent a criminal after the victim it must be because someone somewhere sinned? I am just kiddin you may pray or fly a kite it will not make any difference. If anything ridding the world of all religions might save thousands of lives or even millions.

I think we do need to pray for both. Different circumstances affect the way we behave and the choices we make.
We curse and hate the criminal so that other people do not think we are like them. We try to make ourselves seem so different from them for fear of being like them.
