If tornado / hurricane / wildfire / tsunami scours your house from it's foundation and takes half your state infrastructure with it...do you have the means to treat your own wounds, travel out of the area and make a new home elsewhere that day?
In other words - do you have Personal Responsibility and want your dollar back?

RESCUE people - not housing vouchers.
In 2004, the 108th Congress further amended the 1977 earthquake hazards act. The
amendment required that the Undersecretary of Homeland Security for Emergency
Preparedness and Response, who also serves as the director of FEMA, develop and
coordinate the National Response Plan and support state and local plans “to ensure the
availability of adequate emergency medical resources, search and rescue personnel and
equipment, and emergency broadcast capability.”11
The most recent pertinent development concerns the approval and publication of the
National Response Plan. Pursuant to congressional directive, the Department of
Homeland Security has issued the Plan to ensure that federal and non-federal entities
coordinate their response to significant catastrophes.12

FEMA. If it only costs me a dollar to help my fellow American tax paying citizens, I'll go for it. It may be me or mine that need help next time.
Don't look now, but your greed is showing.

Yes, I do have the means to do so, I live in California and went through the 1989 Loma Prieta earthquake, I did not use any FEMA money to repair damages to my home, WHY because I had earthquake insurance.
Since there were several (10's of thousands) of people that had their homes destroyed, I have no objection to helping my neighbors. I was astounded by the help we received from So. Carolina, it was a payback for the help our city had given them during hurricane Hugo.

Let me start with yes, I could rebuild.
However, FEMA has it's place because not everyone can reconstruct their lives.
But, it is insane that flood insurance costs the same on a level high above the valley floor in the high desert in Idaho, because the FEMA map claims the need for flood insurance, as it does in Florida or on the Mississippi.
Disaster insurance of any kind should be privatized so it is not based solely on value (as the federal insurance does) but on risk. Then those who cannot afford to rebuild their lives would not be able to choose to live below sea level in New Orleans...they could not afford to.
This would make FEMA almost unneeded.

I'll take my tax money back thank you very much. Let's face it other charitable organization run much better than any thing the federal government puts together. The Red Cross and the Salvation Army aren't perfect but they put FEMA to shame when it comes to organization and actually helping the people.

Frankly, I don't want a FEMA at all. Why is it the responsibility of all to pay for rebuilding the homes of people who live on the coast at least once every few years? Move, get insurance, do something, but stop whining.

I pay for insurance which covers this sort of unfortunate incident, so, to me, FEMA is worse than useless. They're parasites, plain and simple. And, yes, I am prepared and quite easily leave at a moment's notice.
