Call the office and ask...regarding what you are being seen for. For example, if you are getting an IUD they often prefer you go when you are having your cycle.

It depends on the reason for the gyn visit. If you are going in for an annual exam, the pap smear cannot be done while on your period.

I have gone to the gyn for very painful/problematic periods in the past, and at that time, it's appropriate, since the visit is of an urgent matter.

I would not, it could mess with the results.

Unless you are going because you have been bleeding for a long time, I would call, inform them that you are on your period and go from there. If they say come in, go ahead, if they say reschedule, then reschedule.
