So far all my attempts to make such sites failed since i cannot provide enough amount of initial material to interest users and take them to participate, is this really possible or just something destined to failure?

From my point of view, I think it is very possible. First thing you should do is this. Ask yourself, If I was to browse through a website, what would interest me in that website. You can offer free information to your users on how they can get access to your local conveniences stores, whats happening in the area this weekend or even some free tutorials on how to go about some things.
You can distribute flyers that people should place free ads on your website and in turn provide some form of advertisement on your website.
Don't think of money in the first instance but try to be creative.
Also check out some bloggs and you can even have a blog page and let people know about news, events, fashion ads and when your site starts getting traffic, you can then start charging for a few amenities.
Also, try putting some rss feeds on your site and make it search engine friendly.
With all this in place, your site should be destined for a flying start.

of course it's possible, u just need to find an intresting material, and to find a way to let ppl know your site exists, coz if u're using a free host and ur url is something like this :
www.urhost.com/~akdkmakl/fskdfnl/index.html
nobody will remember it or find it for that matter.
so buy a domain, and then advertise it somehow - even if it's by posting flyers around your home or school. word will spread like wildfire if it's intresting to look at.
