Product can not have a conductivity higher than 400 when mixed with water at 1% . Buffer has to remain stable when used at 3or4 % . Any information would be great. Thanks !

Conductivity can not be great than 400 at 1% of solution. Metals include Nickel and steel 100 cr6 and x20 cr13.
These are the guidelines set by institute.
I have a corrosion inhibitor but it failed in a caustic/phosphoric buffer.

You are asking a lot with little information. Low corrosive is a nice term but for what metals?

Conductivity is governed by ionizaton of the solution. A pH of 5 tends to determine the proton ionization so this may be a lot more of a challenge (perhaps a contradiction even) than it appears on the surface.

Why are the conductance and corrosive natures so critcal and what is its purpose? Often we are so fixed on how to do something we do not focus on what we want to achieve.

I suggest you first concentrate on what you want to achieve before being concerned too much on how to achieve it.
