According to the rules set out by the registration committee of the American Rose Society, the breeder of a rose gets to name it. If it is to be named for someone in particular, the American Rose Society requires a letter of authorization from the person after whom the rose will be named.
Basically, if you can find a rose breeder, and there are lots of them, you can pay to have a rose named after someone. What they charge would depend on the breeder.
BTW: Here's info which describes the pricey Jackson & Perkins rose-naming package costing $75,000 (includes flight to LA, 5-Star hotel,& 300 custom roses delivered to friends, & a case of Dom Perignon).
One poster says that in the "UK there are ways to name a rose that are less expensive ($100-200) but they only deliver to Europe."

I don't know how legit this is, & I'm a little skepticle about this site that sends you a pack of unnamed rose seeds & says you can have a rose named after someone & stored at the British Library: "This information is then entered into the International Rose Naming Registry and is submitted to the British Library."

It may be easier if you can find a rose already with your mum's name, or the All American Rose Selection rose of the year she was born. If she was born in '46 ... you could give her the "Peace" rose or if born in '69 "Angel Face", etc.

You can name it whatever you want.The American Rose Society gives the plants names in the United States.The person that develops the rose and grows the rose gives it its name.

Jackson & Perkins, a company which has been hybridizing all types of rosebushes for over 100 years, used to have a program. You could contact them.
