It never applies to republicans because they do not adhere to most of the ideals of Romans 13.

it only makes common sense that each party would need to look for god for common sense and meaningful guidance so in that sense the section could and should apply to everyone. BUT given the same logic i would suggest if you liberal extremists are bound and intent on putting the same people back in the white house and somehow, god forbid, succeed, the governing phrase of the last liberal administration should be...THOU SHALT NOT COMMIT ADULTERY...as well as thou shalt not lie and so on...case in point...

- The only president ever impeached on grounds of personal malfeasance
- Most number of convictions and guilty pleas by friends and associates*
- Most number of cabinet officials to come under criminal investigation
- Most number of witnesses to flee country or refuse to testify
- Most number of witnesses to die suddenly

- Greatest amount of illegal campaign contributions
- Greatest amount of illegal campaign contributions from abroad
- First president disbarred from the US Supreme Court and a state court

I dont believe in god thus I dont beleive in what the bible says. So no I dont think it should apply to either party.
