"Inherently true" is a contradiction. "Inherently", in this context, means "of its own nature" or "in itself". For instance, a total vacuum is inherently empty: not empty, not a vacuum. The concept of truth always implies reference to an external standard, and so cannot be inherent.
Something is true in the actual world when it corresponds with what exists (e.g. "The sun gives light") and in logic or maths when it can be validly deduced by the accepted logical system from the postulates or premisses (e.g. in Euclidean geometry, a radius always meets a tangent at right-angles).
It follows that truth cannot be inherent. Even the statement you give is not inherently true: it is true because it conforms to the rules of the logic/philosophy game and its premisses.

No because if there are no inherently true statements then your statement is either false or simply cannot exist.
And if your statement exists ,it cannot be inherently true because its truth would make it a lie.

We'd suggest YES. To us, it all depends on VALUES. That was a central point in university education until 50-60 years ago. E.g. If my ultimate values are power and superiority, then I'll probably insist that there ARE true statements (objective truth). If my ultimate values are "universal well-being" - universal love - then I'll probably say there is no certainty. Further, I probably can join hands with people in each situation and create "knowledge" that is uniquely appropriate to that situation - but only for one step at a time.
